Simpson County accepts asphalt and aggregate bids, sets proposed speed limits on dozens of local roads

Simpson County Fiscal Court on June 6 accepted county road‑work bids and moved to standardize local speed limits.
Public Works Director Bobby Groves presented the county's FY23/24 asphalt bid (the lone bid) from Scotty's Contracting & Stone, LLC and a crushed stone/aggregate bid from Heidelberg Materials (formerly Hanson Aggregates). Noted unit prices included bituminous concrete surface in place at $98.50 per ton and DGA at $12.90 per ton. The court approved the bid awards unanimously.
The court also authorized Arnold Consulting Engineering to advertise for bids to replace the low‑water crossing on Kenny Perry Drive.
On speed limits, Groves recommended uniform guidelines (the state suggests 35 or 45 mph for residential streets and 55 mph for undivided highways) and presented a list of local roads proposed for posting. The court approved setting and posting a 20‑mph limit on a set of residential streets and a 25‑mph limit on a longer list of local roads; those speed changes will take effect after passage of an implementing ordinance. Magistrates also authorized lowering speed limits to 45 mph on Craft Road, Hack Brown Road and Johns Loop Road pending inclusion in the same ordinance.
The actions centralize procurement for routine maintenance and initiate an ordinance process to implement the posted speed limits; county staff said the road limits will be posted after the ordinance is adopted.
