Court approves county communications and payments contracts, accepts vehicle bid, and approves reapportionment recommendation

Simpson County Fiscal Court on July 5 authorized several operational changes: contracting with Everbridge as the county’s mass notification system at $4,060 per year plus a $1,800 Resident Connection add-on (contingent on the City of Franklin also contracting), and authorizing the purchase/implementation of IntelliPay with a $209 card reader to reduce users’ card fees from 3% to 2.5%.
Emergency Management Director Robert Palmer recommended Everbridge in the record; the motion authorized County Judge Executive Mason Barnes to sign documents on the county’s behalf. The Everbridge motion was recorded as unanimous. The IntelliPay authorization was also approved unanimously.
The court accepted withdrawal of a sealed bid of $4,678.18 from Emergency Remarketing for a totaled 2019 Dodge Charger (VIN ending 2391) and authorized accepting the second-highest sealed bid of $500. The minutes list motions that recorded those actions as approved.
County Clerk Austin Johnson presented the Reapportionment Committee recommendation to move 145 citizens from the South District to the West District pursuant to KRS 67.045; the court approved the recommendation and noted the Fiscal Court has 60 days to implement it by ordinance.
The minutes also include administrative announcements: Judge Barnes thanked parade participants and Deputy Fire Chief Nelson Slaughter; Scott Waste notified the court of a 5% CPI increase effective July 1 (raising residential rates to $46.50 per quarter and commercial rates to $5.24 per yard); the International Center requested a joint City–County meeting to discuss refugee workforce participation; and Magistrate Chandler announced Gold City Community fireworks on July 8.
An executive session under KRS 61.810(1)(f) was called at 9:05 a.m. and ended at 9:18 a.m.; the court subsequently approved Resolution 2023-07-05EMP (pay adjustments) and then adjourned at 9:20 a.m.
