Franklin County Fiscal Court approves reports, appointments and joins multi-county industrial development authority

County Judge/Executive Michael Mueller presided over the Franklin County Fiscal Court meeting on Oct. 30, 2024, which convened at 8:44 p.m. and adjourned at 8:49 p.m.
The court unanimously approved minutes from the Oct. 16 regular meeting and received the Audit of the Franklin County Clerk for the year ended Dec. 31, 2023, along with the County Clerk’s quarterly report ending Sept. 30, 2024. Squire Sherry Sebastian moved to approve the Oct. 16 minutes; Squire Mike Harrod seconded the motion. The court approved a series of routine claims and receipts, including the County Clerk’s claim for preparing tax bills and the Sheriff’s official receipt for 2024 property tax bills. It also approved an amendment to an agreement with the Boys and Girls Club of Frankfort that includes language treating the market rate as a form of donation within the contract.
The Fiscal Court adopted Resolution No. 47-2024 authorizing Franklin County to participate with Anderson County and the cities of Frankfort and Lawrenceburg in the development of a joint industrial development park under KRS 154.050 et seq., and authorized the County Judge/Executive to represent the county in related matters. The resolution passed with Squire Eric Whisman recorded as voting "present;" all other listed members voted in favor.
On a zoning matter, the court voted to table the first reading of an ordinance to rezone a 25.45-acre tract at 827 Cardwell Lane (PVA Map #036-00-00-012.00) from Rural Residential B to Rural Low Density Multifamily until the Nov. 6 meeting.
The court entered a closed session under KRS 61.810(1)(b),(c),(f) to discuss possible acquisition or sale of property, proposed or pending litigation, and personnel matters, then returned to open session. No additional public details were recorded in the meeting minutes about those deliberations.
The court confirmed personnel and board appointments: Charles “Cody” Creekmore was approved as a light equipment operator/driver; James Rogers was appointed to the Franklin County Ethics Commission for a term ending June 30, 2027; and Richard Sandifer was appointed to the Board of Directors of the Franklin County Humane Society for a term ending March 10, 2027. All appointments passed unanimously.
The Treasurer’s report was received and bills were ordered paid after no motion was offered to deny any claim. The meeting adjourned at 8:49 p.m.
