At its Sept. 14 meeting, the Fleming County Fiscal Court unanimously approved Resolution 21-1344 setting 2021 tax rates, authorized flex-funded resurfacing of two local roads, approved budget and cash transfers, and handled routine leases and appointments, including one park-board appointment.
The Fleming County Fiscal Court met Sept. 14, 2021 at the Fleming County Courthouse and unanimously approved a package of budget, contract and personnel actions, including Resolution 21-1344 setting the county’s 2021 tax rates.
County Treasurer Kathy Dryden presented the month-end financial report for Aug. 31, 2021 showing total funds of $4,455,601.46 across county accounts, including an ARPA balance of $1,416,482.01. After the financial report, the court approved budget transfers, a previously polled cash transfer (Aug. 13, 2021) and the second reading and passage of Ordinance 21-1341, a budget amendment.
The court approved Resolution 21-1346 and a Kentucky Transportation Cabinet agreement to use flex funding to resurface Plummers Landing Road and Butler Branch Road. Treasurer Dryden also presented Resolution 21-1343 authorizing a Community Development Block Grant (CDBG) application for a senior center project; the court approved that resolution as read.
Members voted unanimously to renew several agreements and leases: a tower-property lease with Altius (effective Aug. 12, 2021), an employee-benefit reporting agreement with McGregor & Associate, and a courthouse office-space lease with the Kentucky Department of Fish and Wildlife. The court also approved claims, carry-in claims and a $404.18 payment to Fleetpride from the Road Fund, and authorized returning surplus-sale proceeds to the appropriate funds and to the Sheriff for vehicles and equipment sold in September.
On governance matters, the court tabled a Fox Valley Recreation Park Board vacancy to allow current board members time to submit recommendations, but it did approve appointing Amy Johnson Ishmael to fill the unexpired term of Bob Gossett and an additional four-year term through Sept. 25, 2025. The court also moved to require the park board chairperson, treasurer and caretaker to obtain a $10,000 bond and to require two signatures on all bank transactions.
Other items approved included County Road Maintenance Reports for July and August, a personnel action making Robbie Carpenter a full-time entry-level operator III effective Sept. 10, 2021, the Fleming County Clerk’s month-end report for August (Clerk Fritz discussed cemetery-board funding, preparations for 2022 elections, scanning of filed documents and issuance of tax bills beginning Oct. 1), the Fleming County Sheriff’s month-end report for August, addition of a Visitor Policy to the Fleming County Telecommunicator Handbook as presented by Dispatch Director Charlotte Benton, and a trial addition process for the local wrecker-rotation schedule contingent on proof of insurance, bonding and impound-lot inspection.
All motions and ordinances recorded in the minutes were approved by unanimous vote. The court adjourned at 9:55 a.m.
The next steps noted in the meeting minutes include follow-up on the CDBG application for the senior center, park-board recommendations to be submitted before the next meeting, and continued implementation of the Visitor Policy and the wrecker-rotation trial.
