Fleming County Fiscal Court approves ARPA premium pay, equipment purchase and key appointments

Fleming County Judge/Executive Larry H. The court appointed Jeffrey Edmond and Angie Stephens to three-year terms on the Fleming County Extension District Board, with terms running through Dec. 31, 2024. The motion to appoint Edmond and Stephens passed unanimously, with Magistrate Chris Hickerson recorded as mover and Magistrate Richie Kielman as seconder.
County officials also moved to approve the county claims as presented; that motion passed unanimously.
The court approved the purchase of two plow/salter units for trucks obtained from the City of Flemingsburg. The motion was introduced as presented by Judge/Executive Foxworthy and a unanimous vote was recorded.
The central portion of the meeting reviewed and approved several ARPA-funded allocations under federal guidelines for premium pay to eligible current employees who performed essential work during the COVID-19 public health emergency (eligibility may be retroactive to Jan. 27, 2020, as reviewed at the meeting).
Votes recorded at the meeting included:
- $120,000 to be divided equally among six volunteer fire departments (unanimous vote; mover Chris Hickerson, seconder David J. DeAtley).
- $20,000 for the Fleming County Coroner’s office, including $2,500 in premium pay for each deputy coroner (unanimous vote; mover David J. DeAtley, seconder Richie Kielman).
- $105,000 for premium pay to Fleming County Ambulance Service employees (unanimous vote; mover Richie Kielman, seconder Chris Hickerson).
- $5,000 premium payments to each full-time county employee (unanimous vote; mover Chris Hickerson, seconder Ray H. Money).
- $2,500 premium payments to each part-time county employee (unanimous vote; mover Ray H. Money, seconder Donnie Fawns).
- Targeted $5,000 premium payments for the county Administrative Assistant, Deputy Jailer Thurman and Sheriff’s Deputy Johnson-Mullins (unanimous vote; mover Ray H. Money, seconder Donnie Fawns).
- A motion was recorded to provide $2,500 premium payments to Sheriff’s Deputy Parker and Sheriff’s Deputy Harber; the transcript records the motion text but does not include a separate adjacent vote line specific to that motion.
Judge/Executive Foxworthy stated that remaining ARPA funds would be designated for the Senior Center Project. The court recorded a unanimous vote on the final matters and adjourned at 8:53 a.m.
