Pittsburg County approves two temporary road-crossing permits for Tytan Poly to lay fresh-water lines

The Board of County Commissioners approved two road-crossing permits on Feb. 2, 2026, allowing Tytan Poly Services LLC to install temporary 3-inch high-density polyethylene fresh-water lines in Pittsburg County District 3.
Chairman Ross Selman moved to approve Permit No. 26-028 (section 31, Township 7N, Range 14E) and Permit No. 26-029 (section 30, Township 7N, Range 14E); Vice-Chairman Mike Haynes seconded and the motions passed unanimously. The permits authorize short-term crossings of county right-of-way on Ulan Road and Lilypad Road for freshwater service lines.
Petitioner Ty Walters of Tytan Poly Services LLC appears on the applications as the contact (phone listed in the permit materials). Each permit carries a checklist of standard conditions and a fee schedule; the permit forms in the county packet show a $1,500 fee per permit and a company check dated Jan. 23, 2026. Floodplain Administrator Greg Casey reviewed the applications and determined that the described crossings do not fall within a regulated floodplain.
The permits require the petitioner to follow county specifications for boring, trenching and restoration; to provide traffic control during work; and to maintain a visible owner contact marker at each right-of-way line. County staff will perform an on-site inspection upon completion of the work as required by the permit terms.
Selman made the motions to approve both permits; Haynes seconded. The board recorded unanimous approval (Selman/Haynes/Rogers).
