Fleming County Fiscal Court approves budget transfers, renews service contracts and forwards bridge authority nomination

The Fleming County Fiscal Court voted March 8 to approve budget and cash transfers, renew routine service agreements and forward a nomination for the Buffalo Trace Covered Wooden Bridge Authority.
County Treasurer Kathy Dryden presented the month-end financial report for Feb. 28, 2022, showing total all funds of $3,705,140.72, including a General Fund balance of $1,621,444.90, Road Fund $415,728.77 and an ARPA Fund balance of $880,836.62. The court approved the treasurer’s report and the budget and cash transfers as presented.
The court renewed a one-year Bluegrass KESCo agreement at $4,200 annually (auto-renewing) and renewed the HMC Services agreement for 2022–2023 at $13,288 annually; both renewals carried with Administrative Office of the Courts approval. The court also approved the second reading of Ordinance 22-1353 (budget amendment) as read by Dryden.
County Judge/Executive Larry H. Foxworthy nominated Ginny Reeves to a four-year term on the Buffalo Trace Covered Wooden Bridge Authority under KRS 176.410 and asked the court to submit her name to the governor; no other nominees were offered and the submission was approved.
On elected-official salaries, the court set salaries pursuant to KRS 64.530(4) and KRS 64.5275 effective Jan. 1, 2022. A roll-call vote on magistrates’ pay and a proposed 7% cost-of-living allocation resulted in Magistrates DeAtley, Kielman, Smoot and Fawns voting No and Magistrate Money voting Yes; the court approved the elected-official salary schedule but did not include the 7% increase for magistrates.
The court approved the Claims and Carry-In Claims reports (including a $65 dispatch testing item) and accepted the January 2022 County Road Maintenance report totaling $166,630.80.
