Fleming County Fiscal Court adopts FY2022-2023 budget, approves one-year county-paid single health plan for employees

Flemingsburg — The Fleming County Fiscal Court met in a special session on May 20, 2022, at the Fleming County Courthouse and adopted Ordinance 22-1362, the county's Fiscal Year 2022-2023 budget. The court also approved routine fiscal measures and a temporary employee health benefit subsidy.

Judge/Executive Larry H. Foxworthy called the meeting to order at 7:30 a.m., and Fiscal Court Clerk Tammy L. Gray conducted roll call. Magistrates David J. DeAtley, Richie Kielman, James Smoot, Donnie Fawns and Ray H. Money were recorded as present; Magistrate Chris Hickerson was absent. County Attorney Monica Hill and County Treasurer Kathy Dryden were also present.

On procedural business the court approved cash transfers and the claims reports as presented. Magistrate Ray H. Money moved to approve the cash transfers; Magistrate James Smoot seconded and the vote was recorded as unanimous. A separate motion to approve the claims reports and carry-in claims reports was moved by Magistrate Richie Kielman, seconded by Magistrate David J. DeAtley, and recorded as unanimous.

The court approved renewal of an earthquake insurance policy with Great American and agreed to pay premiums of $7,710.00 for FY2022-2023. The motion to renew the policy was recorded as moved by Magistrate David J. DeAtley and seconded by Magistrate James Smoot; the court recorded a unanimous vote.

Magistrates approved Anthem Alternate #2 as the county's employee health insurance option for FY2022-2023 and the Colonial Bridge hospital indemnity policy. The motion was moved by Magistrate David J. DeAtley, seconded by Magistrate Richie Kielman, and recorded as unanimous.

Following those approvals, the court adopted the County Judge/Executive's recommendation to pay 100% of county employees' single health insurance plan premiums for one fiscal year only (FY2022-2023); the meeting record notes that the hospital indemnity plan is included in the health insurance rates. The motion was recorded as moved by Magistrate David J. DeAtley and seconded by Magistrate Richie Kielman and was recorded unanimous.

The second reading of Ordinance 22-1362, the FY2022-2023 budget, was held and the court voted to approve the second reading and passage as presented. The court then moved to adjourn; Magistrate James Smoot moved to adjourn, Magistrate David J. DeAtley seconded, and the session ended at 8:03 a.m.
