Snowflake council approves SCADA and paving contract changes, awards five‑year SRT participation; library reports growth

At its June 7 meeting the Snowflake Town Council approved multiple staff-recommended contracts and agreements and heard the library’s annual report.
Public works and utilities staff said Global Data Specialist was the only company to submit a bid for a Supervisory Control and Data Acquisition (SCADA) network; staff recommended, and the council approved, awarding the contract to Global (motion by Ballard, seconded by Brimhall). The council also approved an amendment to the Surface Contracting paving award (previously for 7th South) to add Centennial Boulevard, a move staff said would avoid a separate mobilization and save costs (motion by Johnson C, seconded by Johnson L).
Chief Martin, who sits on the White Mountain Special Response Team (WMR SRT) board, told the council the SRT recently restructured funding and recommended Snowflake remain a participating member to avoid being charged if the team responds in town. Council approved a five-year participation agreement at $3,500 per year (motion by Johnson L, seconded by Johnson C).
Library Director Ella McAdams presented the library report: since July 1, 2021 the library recorded 30,655 uses (transcript: "Since July 1, 2021 there have been 30,655"), added 539 new library cards and secured more than $276,000 in grant funds. McAdams said computer replacements were obtained from an intergovernmental arrangement with the City of Show Low and that Wi‑Fi usage has increased, with 24/7 external access used by patrons after hours. The director said staffing had increased to three full-time and three part-time positions, with one full-time vacancy remaining.
All contract and agreement motions were recorded in the minutes as passing unanimously with Councilmember Joe Bjornn absent from the meeting.
