Snowflake council appoints three to fill vacancies, swears in two at June 7 meeting

Mayor Johnson L opened the Town of Snowflake council meeting June 7 and the council moved to fill multiple vacancies following an executive-session review under A.R.S. 38-431.03(A)(1).
By separate motions the council appointed JoAnne Guderian, Joe Bjornn and Lora Jones to vacant council seats. Ballard moved to appoint Guderian, seconded by Councilmember Johnson C; the motion "passed; unanimous by Johnson L, Johnson C, Brimhall, and Ballard," according to the minutes. A motion by Johnson L, seconded by Johnson C, appointed Joe Bjornn; that action also passed unanimously. A subsequent motion by Brimhall, seconded by Mayor Johnson L, appointed Lora Jones and passed unanimously.
After appointments, Mayor Johnson L swore in Lora Jones and JoAnne Guderian, who then joined the council at the dais; the minutes note Joe Bjornn was absent and will be sworn in at a later date.
The appointments were handled by roll-call motions and recorded as unanimous among the members present at the time. The executive-session authority cited in the minutes for candidate consideration was A.R.S. 38-431.03(A)(1), the Arizona statute authorizing executive discussion of personnel matters.
