Snowflake staff propose leave-accrual flexibility and considering Juneteenth as paid holiday
Summary
Staff told the Snowflake Town Council they will bring proposed personnel policy updates to allow managers to negotiate leave-accrual rates for some new exempt hires and to add Juneteenth as a paid holiday; the council agreed the items should be placed on the next agenda for further consideration.

At a June 21 worksession, Snowflake staff member Brian Richards asked the Town Council to consider two personnel policy updates: give the town manager the ability to negotiate leave-rate accrual for new exempt employees so they do not have to start at the lowest accrual tier, and add Juneteenth as a paid holiday now that it is recognized federally.
Richards said the proposed change would allow flexibility in hiring for exempt positions. Councilmembers signaled that it “makes sense to update that to allow the manager to negotiate” and asked staff to place both items on the next regular meeting agenda for consideration and any needed research.
No formal policy change or vote occurred during the worksession; staff indicated the items would return for formal action after council review.
