Commission approves county leases, service agreements and a slate of appointments

At the Sept. 17 meeting the commission approved several agreements and appointments recorded in the meeting packet and minutes.
Lease: The commission approved a one-year lease with South Central Tennessee Development for space at the Townsend property to accommodate the American Job Center partners; the lease value recorded in the packet is $500 per month and runs Sept. 1, 2018–June 30, 2019 (motion by David Eldridge, second by Johnny Hughes; approved by recorded roll call vote 15–0).
Service contract: Commissioners approved a Dead Stock Removal Service Agreement (contract value $60,492.50) that establishes county-wide carcass removal under a Provider appointed by the District; the agreement sets a 48-hour pickup target, specifies drop locations and landfill disposal procedures and requires the provider to carry commercial liability insurance. The motion to approve the dead-stock removal agreement was made by Chuck Stines, seconded by Greg King, and approved 15–0 by recorded vote.
Appointments and bonds: The commission appointed members to several boards (Health/Education Facilities Board, Regional Planning Commission, Sheriff’s Civil Service Board, and Board of Health) and approved 24 notary public applicants. Bond forms for newly appointed constables and surety certificates from the insurer RLI were filed with the minutes.
These items were procedural approvals recorded in the meeting packet and required little debate; the minutes list movers/seconders and recorded unanimous or near-unanimous approval.
