Franklin County adopts budget amendments, receives year-end finance reports

At its Sept. 17 meeting the Franklin County Board of Commissioners received and filed the finance director’s year-end and monthly reports for FY2017–18 and the first month of FY2018–19, and approved multiple budget amendments and school budget adjustments.

The minutes record motions to receive and file the finance director’s reports for June and July 2018 and to approve committee and department reports, all by unanimous votes. The commission also approved a set of budget amendments recorded as Resolutions 9c-0918 and 9g-0918 and school budget amendments 9d-0918 and 9e-0918; motions were recorded by name in the minutes (movers and seconders listed) and most passed by voice vote or roll call with either unanimous or near-unanimous tallies. The packet attached detailed revenue and expenditure tables by fund, covering general fund, courthouse/jail maintenance, library, solid waste, local purpose (rural fire), drug control, highway, school general fund, federal projects, cafeteria, debt service and capital projects.

Separately, the commission approved an amendment to the county’s appropriations-resolution language (Resolution 9f-0918) to clarify inter-category transfer procedures in line with T.C.A. §5-9-407(d). That amendment clarifies the process requiring written amendment requests to the county mayor, the role of the finance committee, and the need for board of education or highway commission approvals for transfers in those departments.

Several grants and appropriations were recorded in the minutes and packet: a JAG grant pre-application (county match or award of $100,000 noted), a TDEC recycling grant (60/40 match for equipment), and a SAMHSA notification for a $400,000 award to the 12th District Drug Court/Centerstone recorded in the county budget amendment language. The minutes list specific dollar amounts for these items and show where county reserves or funds were re-budgeted to cover project carryovers.
