Franklin County accepts low bid for TCAT campus, awards $5.818 million contract

Franklin County commissioners on Sept. 17 approved awarding the construction contract for the Tennessee College of Applied Technology—Franklin County campus to the lowest responsive bidder, Boyce Ballard Construction of Murfreesboro, for $5,818,000.
The motion to accept the low bid was made by Commissioner Angie Fuller and seconded by Commissioner Chuck Stines; the commission approved the award by unanimous voice vote 15–0. County staff and the project engineer (OLG Engineering, Inc.) had recommended acceptance of the lowest responsive bid after the county’s public bid opening on Aug. 28, 2018.
The resolution recorded in the minutes (Resolution 9b-0918) states the award is contingent on state approval; county minutes and committee records show the finance committee reviewed and forwarded the recommendation to the full commission. Tom Smith, the county’s construction manager, later reported to the finance committee on Sept. 4 that the jail expansion project faced site-specific soil and connection issues—an item recorded separately in the finance packet.
The contract amount appears in the minutes as the accepted base bid. The action did not appropriate additional county funds in the meeting text; county documents indicate project funding includes Community Development Block Grant and Economic Development Administration resources as part of a financing package for the campus.
