Franklin County commissioners approve package of budget amendments, school and cafeteria changes

The Franklin County Board of Commissioners unanimously approved a package of budget amendments and related resolutions at its April 16 regular meeting in Winchester.

Commissioners voted 13–0 to adopt a set of county and school budget amendments that the finance director and county staff had presented as part of the finance reports. The measures amended multiple funds for the fiscal year ending June 30, 2018, and included a separate action to amend the Centralized Cafeteria Fund by $650,000 for cafeteria redesign and equipment upgrades. Commissioner Iris Rudder moved approval of one of the primary county budget amendments and Sam Hiles seconded; the motion passed on a roll‑call vote of 13–0.

The commission also approved a resolution authorizing short‑term interfund loan notes for the School Federal Projects Fund, pledging up to $100,000 in anticipation of revenue collections for that fund. The note authorization was presented as a one‑year, interest‑bearing interfund loan mechanism to provide cash flow for school federal project obligations and was approved without dissent.

Finance committee materials and full multi‑page revenue and expenditure reports were filed with the minutes and made part of the public record. The county finance director had presented monthly revenues and expenditures (February) and a set of supporting attachments that included trustee interest analyses, local option sales tax comparisons, and detailed departmental quarterly reports. Commissioners moved to receive and file the reports by voice vote 13–0.

The board’s action packages also included smaller appropriations and housekeeping amendments across highway, solid waste, debt service and other funds. All formal votes on the resolutions recorded in the minutes show unanimous approval unless otherwise noted.

The commission adjourned at 7:32 p.m.; the finance and committee documents were attached to the official record for public review.
