Franklin County commissioners approve rezoning, multi-year contracts and budget actions in March session

The Franklin County Board of Commissioners met in regular session on March 27 in Winchester and approved a broad group of routine and policy measures, including a public rezoning and several multi-year contracts and budget actions.
At the start of the meeting commissioners held a public hearing on a requested rezoning (Case No. 02-18) by applicant Randy Hill to rezone a 2.00 +/- acre parcel on David Crockett Parkway West from R-2 (General Residential) to C (Commercial). No members of the public spoke. Commissioner Dave Van Buskirk moved to approve the rezoning; Commissioner Chuck Stines seconded and the measure passed on a roll-call vote, 15-0.
The board also approved a number of resolutions on the consent agenda by voice or roll-call votes. Among the items approved were: a resolution requesting remittance of unclaimed property balances (Resolution 8a-0318); authorization for a multi-year inmate telephone services and video arraignment contract for the sheriff (Resolution 8b-0318); school budget amendments (Resolution 8c-0318); an amendment to the Highway Fund budget (Resolution 8d-0318); authorization for the Industrial Development Board director to apply for InvestPrep and TVA grant funds (Resolution 8e-0318); and a contract for tower space lease for the Emergency Management Agency (Resolution 8m-0318). Most motions carried unanimously.
Commissioners approved two Konica Minolta multi-year copier lease/purchase and maintenance agreements, one for the Register of Deeds office and one for the Property Assessor, and authorized an inmate-telephone contract that includes video arraignment capability. The finance committee had reviewed and recommended these items in advance.
The commission also approved grant pre-application notices including a 12th District Drug Court application and a Franklin County Solid Waste recycling and equipment request. By separate motion the board approved a Solid Waste Grant pre-application to purchase a fork-lift if awarded.
Road-list corrections and traffic changes were on the agenda. Commissioners approved multiple requested changes to the official Franklin County road list; one correction changed Boswell Road from "asphalt" to a DBST (double-bituminous surface treatment). The board lowered the posted speed limit on State Route 50 (Lynchburg Highway) between the Winchester city limits and the George Fraley bypass; the motion was amended to remove the word "Old" from the road name before the vote.
Appointments approved during the meeting included new members to the Industrial Development Board, the Regional Planning Commission and the Pavilion Board. The board also approved 21 notary public applications by roll-call vote, 15-0.
The meeting record indicates the Board received and filed the Finance Director's revenues and expenditures reports and quarterly department reports. The chairman asked Sheriff Tim Fuller to schedule a workshop for commissioners on opioid-related community impacts following a request from a county resident to pursue national opioid litigation.
The commission adjourned after completing the consent agenda and appointments. The meeting minutes and supporting documents are filed with the county clerk and planning and zoning department.
