Franklin County authorizes TDOT road proposal, five‑year ambulance contract and dead‑stock removal agreement

The commission voted to authorize the TDOT proposal by unanimous voice vote (motion by Gene Snead; second by Greg King). The signed TDOT proposal (project PHSIP‑15(185), state project numbers 26002‑3242‑94, 26002‑1242‑94 and 26002‑0242‑94) outlines the county’s cooperation obligations, including right‑of‑way transfers, utility adjustments, maintenance responsibilities, and procedures for inverse‑condemnation notices.
On emergency medical services, the commission authorized Resolution 8e‑0819SC, allowing the county to enter a five‑year contract with A & E Emergency Services, LLC as the primary 911 ambulance provider (the mountainous service areas ESN 425 and ESN 426 remain primary responsibilities of Grundy County Ambulance Service). Motion to authorize was by Jennifer Stines and seconded by Angie Fuller and passed by voice vote 15–0. The minutes and attached contract specify operational and performance requirements: primary response bases at 499 Old Mill Road, Winchester, and Estill Springs Police Department at 308 S. Main St., Estill Springs; a minimum of four 24‑hour Advanced Life Support units available at all times with backup reserves; vehicle age and mileage caps (front‑line ambulances under seven years and under 200,000 miles); an AVL/GPS mapping requirement; and a response‑time standard that 90% of emergency responses shall be within 15 minutes. The contract requires insurance, indemnification and allows sanctions or termination for persistent poor performance.
The commission also approved Resolution 8f‑0819SC authorizing the mayor to execute a deadstock removal service agreement through the South Central Tennessee Development District for FY 2019–20. Motion by Barbara Finney, second by Jennifer Stines, passed by roll call 15–0. The contract price is $64,122.04; provider obligations include pickup within 48 hours of notification (five days a week, excluding holidays), access and staging requirements for carcasses, disposal at Middle Point Landfill in Murfreesboro (or an alternate site if designated), provision of weight tickets for hauled loads, proof of insurance and indemnity to the county, and a surcharge mechanism for extraordinary events exceeding 10,000 aggregate pounds.
