Claiborne County Commission approves multiple budget amendments, reconstitutes opioid board

At its Oct. 20 meeting the Claiborne County Commission approved a highway fund transfer to buy oil for tar-and-chip, combined two Board of Education budget amendments, confirmed opioid board members and authorized a small transfer for senior centers. One proposed rescission was withdrawn.
The Claiborne County Commission on Oct. 20 approved several budget amendments and appointments, including a transfer of $25,774.90 within the Highway Department to buy oil used for tar-and-chip work and combined Board of Education budget adjustments that include an increase to undesignated fund balance of $332,436.85 and equipment purchases.
The votes came during the regular commission meeting at the Tazewell Courthouse. Commissioner David Mundy moved the highway budget amendment (Res. 2025-097) on second reading; Commissioner Tim Shrout seconded and the resolution passed by roll call vote, 21–0. The resolution records that $200,000 had been budgeted in line item 176-91200-404 (Asphalt); $174,225.10 was spent on paving Goins Chapel Road (2.3 miles), leaving $25,774.90 to be moved to line 176-91200-405 (Oil for Tar and Chip).
Commissioners also combined two Board of Education budget amendments (Res. 2025-109 and Res. 2025-110) on a motion by Mundy, seconded by Commissioner Quintin Rogers; the combined measure passed 21–0. Res. 2025-109 adjusts multiple General Purpose Budget line items for Claiborne County Schools, lists an increase to undesignated fund balance of $332,436.85 and authorizes several program and personnel-line adjustments. The itemized expenditures include $104,620 listed as "Other Equipment." Res. 2025-110 adds $1,018.80 from the sale of recycled materials to vehicle parts under the schools' budget.
On a separate vote, the commission approved Res. 2025-108 to reconstitute the county's Opioid Board. Commissioner Anthony Rowe moved the resolution, Commissioner Mitchell Cosby seconded, and the roll call was 20 in favor and 1 opposed (Commissioner Sherry McCreary voted against). The resolution lists appointees including Rob Wilmoth, MD (Covenant Health); Anthony Rowe (County Commissioner); Melissa Hamby (Claiborne County Health Department); Lucinda Drummonds (Ag Extension Agent); and Judy Johnson, RN (Quality Control, CMC).
The commission also approved Res. 2025-111, a $4,050 transfer from fund balance to a laborer line to ensure coverage at the Harrogate and Tazewell Senior Centers (moved by Mundy, seconded by Sherry McCreary; roll call 21–0). Notary public appointments and a notary bond were approved earlier in the meeting by unanimous voice vote.
A separate motion to add Res. 2025-112 — intended to rescind Res. 2025-104 and include Res. 2025-103 — was introduced but withdrawn after discussion; no vote was taken.
The meeting record shows the measures were carried with recorded roll-call tallies where specified and that most items passed unanimously. The commission adjourned after concluding new business and announcements.
