Dickson County Commission approves rezoning, traffic measures and appointments

The Dickson County Commission met July 18, 2022, in Charlotte and unanimously approved a package of local actions including a rezoning of 69 acres to commercial use, traffic changes in two neighborhoods, the ratification of a judicial commissioner appointment and a procedural change delegating limited subdivision approvals to county planning staff.
County Mayor Bob Rial led the opening of the meeting; County Clerk Luanne Greer recorded the roll call. Commissioner Linda Hayes moved to approve the June 20 minutes; Commissioner Carl Buckner seconded and the motion passed by unanimous voice vote.
The commission adopted Resolution 07-2022-01 to amend the county's official zoning map by rezoning 69.00 acres (portions of Tax Map 119 parcels 089.00, 089.02, 089.04, 089.05 and 090.05) from A-1 (Agricultural) to C-2 (Commercial). The record states the property has been sold to MMA Properties LLC. The motion to approve the rezoning was made by Commissioner Becky Spicer and seconded by Commissioner Jeff Eby; it passed by unanimous aye voice vote.
The board approved two traffic-related resolutions. Resolution 07-2022-02 sets the speed limit on all public roads in Delacy Point Subdivision to 25 miles per hour (moved by Commissioner Becky Spicer; seconded by Commissioner Mike Petty). Resolution 07-2022-03 authorizes the county to install a three-way stop at the intersection of Pruett Springs Road and Pruett Road (moved by Commissioner Jeff Eby; seconded by Commissioner Dwight McIllwain). Both measures passed by unanimous voice votes.
On the judiciary item, the commission ratified Resolution 07-2022-04 to confirm an emergency, daytime appointment made by General Sessions Judge Craig Monsue. Judge Monsue appointed Mr. Tommy Biele to serve as Judicial Commissioner through December 31, 2022; Commissioner Carl Buckner moved the ratification and Commissioner Johnnie Reed seconded. The motion passed unanimously.
The commission suspended the rules to consider a procedural delegation and then adopted Resolution 07-2022-05 to delegate to the County Planning Director the authority to review and approve minor subdivision plats of up to four lots. According to the resolution, the change is intended to reduce subdivision costs and shorten review times; Commissioner Danny Williams moved and Commissioner Johnnie Reed seconded the measure, which passed unanimously.
Other business included budget/funding notes that CT-0253 provides funding for the highway department's and the solid waste department's equipment purchases, and the commission approved a slate of notaries submitted for certification (names recorded in the minutes). Mayor Rial made several announcements, including remarks from Governor Bill Lee appreciating teachers, and scheduled the next regular meeting for Aug. 15, 2022, at 7:00 P.M. in the county commission chamber. The meeting adjourned at 7:20 P.M.
