Dickson County Commission approves ARPA-funded market project, equipment purchases and multiple agreements

At its Aug. 15 meeting the Dickson County Commission approved a series of resolutions authorizing contracts and purchases — including $500,000 in ARPA funds for a farmers' market construction manager, a $375,000 pumper/tanker for EMA and a $179,000 security scanner for the sheriff's office — and approved routine administrative items.
The Dickson County Commission on Aug. 15 voted to approve several resolutions authorizing contracts, purchases and programing changes, many funded in whole or part with American Rescue Plan Act dollars.
The most contested item was approval of construction manager-at-risk services for a planned Farmers' Market facility. Commissioner Randy Simpkins moved to expand T.W. Frierson’s contract to provide those services with $500,000 from ARPA in a joint operation with the city; Commissioner Linda Hayes seconded the motion. The measure passed 10–1, with Commissioner James C. Dawson recorded as the sole No vote.
The commission also authorized purchasing a 2021 Freightliner M2-106 crew-cab pumper/tanker equipped with a 1,500-gpm Hale pump and a 2,000-gallon water tank for $375,000 and amended the county general fund to appropriate those EMA funds (motion by Commissioner Clayton Ellis; second by Commissioner Johnnie Reed). That motion passed unanimously.
Separately, commissioners approved a $179,000 purchase of a TeK84 Intercept whole-body security scanning system and related equipment for the Dickson County Sheriff’s Office, to be paid from ARPA funds (motion by Commissioner Becky Spicer; second by Commissioner Johnnie Reed). The vote was unanimous.
Other approvals included authorization to enter a Local Construction Railroad Agreement with the Tennessee Department of Transportation for safety improvements at the Donegan Crossing Road highway-rail crossing (motion by Commissioner Dwight Mclllwain; second by Commissioner Johnnie Reed), and a three-year software licensing and service agreement for the Highway Department with iWorQ Systems Inc. (motion by Commissioner James C. Dawson; second by Commissioner Linda Hayes). Both motions passed on unanimous voice votes.
The commission also unanimously accepted the County Trustee’s Report of Errors and Double Assessments (motion by Commissioner Dwight Mclllwain; second by Commissioner Linda Hayes) and approved a resolution establishing a county program to supplement the state Property Tax Relief program provided under Title 67, Chapter 5, Part 7 of the Tennessee Code Annotated (motion by Commissioner Linda Hayes; second by Commissioner Becky Spicer).
In procedural business the commission rescinded a prior resolution establishing a three-way stop at Pruett Springs Road and Pruett Road after additional resident input (motion by Commissioner Jeff Eby; second by Commissioner Dwight Mclllwain). The commission approved multiple motions to suspend the rules where needed to advance items on the agenda.
The meeting also included routine administrative actions: commissioners accepted a list of submitted notaries (motion by Commissioner Johnnie Reed; second by Commissioner Danny Williams) and approved minutes from the July 18 meeting. Several commissioners offered remarks of thanks; outgoing Commissioner Linda Hayes, serving as chairman pro tem, thanked voters and colleagues, saying it was “an honor to work with Christian Gentlemen like Mr. Booty Reed.” County Mayor Bob Rial announced the next regular session for Monday, Sept. 19, 2022. The meeting adjourned at 7:45 p.m.
