Kingston council introduces 2026 budget; no change to tax rates for now

The Town Council of the Municipality of Kingston on Nov. 17 held a work session following a public hearing to introduce the 2026 municipal budget. Administrator Sondra Riviello reviewed Ordinance 2025-2, the budget’s first reading, and told council there were no questions from members.
Riviello also reviewed Ordinance 2025-3, which would set tax rates for fiscal year 2026. “As of this time, there are no changes in the EIT or millage for property taxes,” Riviello said. Council members raised no questions during the work session.
The budget introduction is a procedural first reading; the ordinance was not adopted at the session. Mayor Jeffrey Coslett and Solicitor Harry Mattern both praised the thoroughness of the town’s budget review process during the meeting. Council President Rob Jacobs asked members to review the draft and direct any questions to Riviello or the mayor before final adoption.
Next steps identified in the work session include incorporating November’s financial numbers and any final information into the document before council considers final action on the budget.
