Kingston approves Hoyt Library appointment; mayor issues proclamation and council discusses local events, parking and signage

Council on Oct. 20 recorded Resolution 2025-24 approving Mayor Jeffrey Coslett’s appointment of Deborah A. Kapral to the Hoyt Library Board for a three-year term expiring Dec. 31, 2028; Administrator Sondra Riviello welcomed the appointee and noted that Council Vice-President Nancy Cooper submitted her resignation from the library board after six years of service.
Mayor Jeffrey Coslett told council he presented a proclamation recognizing the General Federation of Women’s Clubs West Side on its 100th anniversary. Vice-President Nancy Cooper reminded council of the Oct. 26 Trunk or Treat event in the HKQ Law parking lot and the minutes record it was “a great success” with more than 60 participating trunks and an estimated 1,000 costumed children.
Councilman John Chernesky raised several neighborhood concerns: requests for a No Parking sign on Schuyler Avenue adjacent to the dog park and a 'No Parking Here to Corner' sign at Hoyt and Schuyler because of limited sight distance and congestion; he also asked about junk cars across from the closed Kingston House and the status of ordering replacement signs borough-wide. Administrator Riviello said DPW is completing an inventory of sign needs to be ordered together and that code enforcement may already have cited the junk cars; she said Kingston has previously used Bassler Equipment for signage and will compare prices with a vendor suggested by Chernesky.
After announcements, Nancy Cooper moved to adjourn, Kate McMahon seconded and council voted unanimously to adjourn at 7:20 p.m.; Rob Jacobs announced a Special Voting Meeting would follow the work session and that the next Regular Voting Meeting is scheduled for Nov. 5, 2025.
