Kingston to participate in planning for West Side Parks Project; council told participation resolution would be nonbinding

Town of Kingston officials reported on the West Side Parks Project during the Oct. 20 work session, describing a multi-phase effort to rework park and trail space along the riverfront and under a nearby bridge.
Administrator Sondra Riviello said she and Mayor Jeffrey Coslett attended the project's final public meeting and that the effort will cost "tens of millions" of dollars and proceed in phases with grant funding. The project scope discussed with council included recreational areas under the bridge and the arches, changes to Nesbitt Park and Kirby Park, and trail work at River Bend Park.
Riviello said Kingston would partner with Wilkes-Barre and Luzerne County on the project and that a municipal resolution would be required to participate; she emphasized the resolution would not commit Kingston to funding. Jim Brozena will lead the effort to form a steering committee and select a point person to pursue grants and coordinate with agencies.
Riviello said updates will be provided to council as the project advances. The Oct. 20 minutes do not record any formal Kingston vote to join the project; they note only that a resolution to participate will be needed in the future.
