Bland County supervisors approve budget amendments, join opioid settlement and keep TLC health insurance

The Bland County Board of Supervisors approved a package of routine and fiscal actions at its Feb. 28 regular meeting, including budget amendments, resolutions and benefits decisions that county officials said support schools, emergency services and county operations.
Among the votes, the board unanimously adopted a resolution to participate in the Commonwealth's proposed opioid settlements with manufacturers and retailers (including Teva, Allergan, Walmart, Walgreens and CVS) and authorized the county administrator or county attorney to execute settlement documents and releases.
The board approved a FY23 budget amendment adding $330,000 in non-local revenues and expenditures: $100,000 was allocated to school food service, $230,000 to school operations and maintenance, and $3,500 in grant funds was added for volunteer fire departments. The board also adopted the FY24 Budget Calendar.
Supervisors voted to remain with The Local Choice (TLC) for employee health insurance and to adopt FY24 rates that mirror the prior year's plan offerings. They also approved a motion to create a Deputy Registrar position in the FY23 General Registrar budget, increasing personnel line items by $11,000 and setting the full-time position to be effective April 1, 2023.
Other actions included adopting a memorandum of understanding that places the General Registrar under county employee policies, passing resolutions approving Bland County's participation in the Virginia 250th Commission and reaffirming participation in the Virginia Juvenile Community Crime Control Act Program with Wythe County, adding the Emergency Services Coordinator to VRS hazardous duty positions, and revising personnel policies to reflect hazardous duty participation. The board also approved an entertainment permit for a community bicycle ride (fees waived) and the county's quarterly newsletter.
All motions noted in the meeting minutes passed on unanimous votes recorded by roll call. Meeting records show payroll and vendor payments considered as part of the consent agenda and specified amounts for payroll and bills that were included in the consent vote.
The board took these actions during a regularly scheduled session at the Bland County Courthouse; no dissenting or alternative proposals were recorded in the public minutes.
