Bland County Board approves budget amendment, appropriations and new regional appointments

The Bland County Board unanimously approved a FY23 budget amendment allocating $329,923 in Local Assistance and Tribal Consistency Funds for capital improvements and operations, approved multiple appropriations totalling notable amounts including a school requisition of $914,626.08, adopted revised grant/ethics policies, added an authorized banking signatory and appointed Cameron Burton to several regional bodies.
At the March 28, 2023 meeting, the Bland County Board of Supervisors approved a package of budget and administrative actions including a $329,923 amendment to the FY23 budget using Local Assistance and Tribal Consistency Funds for capital improvements and operations.
The consent agenda earlier in the meeting also appropriated the Bland County School Board’s April 2023 requisition for $914,626.08 and approved vendor and payroll payments for February and March. Separate appropriations included $5,000 transferred from the Commonwealth’s Attorney’s seized asset account to the Commonwealth’s Attorney’s FY23 budget, and a $5,000 appropriation to the Bland County Fair Association for the 2023 County Fair. All motions carried by unanimous roll call.
The Board adopted revised Conflict of Interest and Federal Grant Award policies, effective upon passage. The Board also adopted a resolution adding Assistant County Administrator Cameron Burton as an authorized signature for county banking and appointed Burton to a slate of regional boards and commissions — including CPMT; Crossroads Regional Industrial Facility Authority; Mount Rogers Planning District Commission (including indoor plumbing and transportation citizen participation committee seats); New River Valley Criminal Justice Board; New River Valley Regional Jail Authority; Bristol Transportation District Regional Improvement Commission (with Eric Workman named as alternate for one commission); Ninth District Development Fund; and Virginia’s First Regional Industrial Facility Authority. The Board appointed Keith Costello to the Bland County Public Library Board of Trustees.
Motions were moved and seconded by board members (recorded movers and seconders appear in the minutes) and passed unanimously on roll call votes.
