Bland County supervisors approve $1.668 million amendment to FY2023 county and school budgets

The Bland County Board of Supervisors voted unanimously April 25 to amend the county and school fiscal year 2023 budgets and appropriate $1,668,000.
Chairman Adam Kidd opened the meeting at 5:00 p.m. at the Bland County Courthouse. The board approved an amended agenda, then approved the consent agenda, which included payroll disbursements, vendor bills and departmental reports. The consent agenda also appropriated $14,104.65 in local funds to Social Services and accepted a Bland County School Board May 2023 requisition for $914,626.08.
Supervisor Keith Costello moved and Supervisor Randy Johnson seconded the motion to adopt the FY2023 county and school budget amendment for $1,668,000. The roll-call vote recorded Mr. Costello, Mr. Johnson, Mr. Kelley and Mr. Kidd as voting 'yea'; the motion passed unanimously.
During the county-administration portion of the meeting the board adopted a resolution designating the county administrator and deputy county administrator as authorized agents for county business. The board also approved a $20,000 transfer from the Corrections budget to the County Administration budget; that transfer was moved by Supervisor Stephen Kelley and seconded by Supervisor Keith Costello and passed on a unanimous roll-call vote.
The board declared various items of county equipment surplus and adopted banking resolutions to remove the former county administrator and add County Administrator Cameron Burton as an authorized banking signatory.
Supervisor Costello used a portion of his FY2023 Supervisors Fund to appropriate $1,000 to the Bland County Festival of Leaves and $500 to Rocky Gap Beautification; the board approved those appropriations by roll call.
Chairman Kidd opened and closed a public hearing on the FY2023 budget amendment after no members of the public spoke. There were no public comments recorded during the meeting.
The board recessed and scheduled a budget work session for May 10, 2023, at 4:00 p.m. at the Bland County Courthouse.
