Bland County supervisors approve $1.03 million school requisition, budget amendments and local grants

At its May 23 meeting the Bland County Board of Supervisors unanimously approved a consent package that included a $1,031,292.75 school requisition, a $18,730 social services budget amendment, several permit fee waivers and allocations from supervisors' discretionary funds to local fire departments and community groups.
Bland County Board of Supervisors Chairman Adam Kidd called the board to order at 5:00 p.m. on May 23, 2023, at the Bland County Courthouse. Supervisors Keith Costello, Randy Johnson and Stephen Kelley were present; County Administrator Cameron Burton, County Attorney Paul Cassell and Board Secretary Linda Miller also attended.
The board unanimously approved the meeting agenda and a consent agenda covering minutes, payroll and vendor payments and departmental reports. The consent motion included appropriation of the Bland County School Board’s June 2023 requisition, $1,031,292.75, and the local allotment of $17,261.56 for Social Services’ March 2023 report. The consent motion passed on a roll-call vote with all four supervisors recorded as yea.
During regular business the board voted unanimously to amend the FY23 Department of Social Services budget, appropriating $18,730.00. Supervisors also unanimously approved waiving a $130.56 permit fee for the Little Creek Volunteer Fire Department (Permit #53-2023) and granted an entertainment permit, with fees waived, to the Poverty Creek Trails Coalition for the Hogback Divide Bicycle Event.
Supervisors approved the Bland County Summer 2023 newsletter and then voted to allocate supervisors’ discretionary funds to local organizations. Allocations recorded in the meeting minutes include: $925 to Bland Fire Department and $925 to Little Creek Volunteer Fire Department and $400 each to the Bland Beautification Committee and the Bland Historical Society (from Supervisor Stephen Kelley’s fund); $750 to Mechanicsburg Ruritan, $1,000 to Hollybrook Volunteer Fire Department, $400 to Hollybrook Community Center and $500 to 4‑H (from Supervisor Randy Johnson’s fund); $900 to Rocky Gap Volunteer Fire Department (from Supervisor Keith Costello’s fund); and $1,000 each to Grapefield Volunteer Fire Department and Ceres Volunteer Fire Department and $650 to Ceres Ruritan (from Chairman Adam Kidd’s fund).
The board opened a public hearing on the Virginia Department of Transportation’s Proposed Secondary Six‑Year Plan for fiscal years 2024–2029; VDOT representative Andy Fowler presented the plan. There were no public comments and the hearing was closed with no action recorded on the plan at this meeting.
The board recessed the meeting and scheduled reconvening for May 25, 2023, at 5:00 p.m. at the Bland County Courthouse.
