The Lunenburg County Board of Supervisors on Feb. 9 unanimously voted to amend local eligibility requirements for the Lunenburg‑Kenbridge‑Victoria Enterprise Zone (Zone 55), lowering the minimum jobs threshold for new businesses.
Director of Community Development Taylor Newton told the board the current local rule requires 25 full‑time jobs for a new business to qualify for Enterprise Zone incentives. Newton said the proposed change would allow a qualifying new business to meet the threshold with five full‑time positions or 10 combined full‑ and part‑time positions, and that the towns of Victoria and Kenbridge are extending zone boundaries to add acreage.
Supervisor Alvester Edmonds moved the amendment; Supervisor Frank Bacon seconded the motion. The board approved it by unanimous vote of members present.
Newton said the change is intended to make zone incentives accessible to smaller employers and employers with mixed full‑ and part‑time staffing models. The board did not specify an effective date in the meeting minutes; Newton noted town staff are working on zone border updates that could affect program administration.
Why it matters: Enterprise Zone incentives are designed to encourage business investment and job creation in designated areas. Reducing the local minimum job threshold can widen participation to smaller enterprises and could change which projects qualify for state and local incentives.
