Nonprofits ask Lunenburg supervisors for aid; county weighs fee increases and planning stipend hike

LUNENBURG — Several community partners asked the Lunenburg County Board of Supervisors May 11 for operational funding and program support, with one nonprofit urging use of ARPA funds to help create a regional emergency shelter.
Dr. Melba Moore of Crossroads Community Services Board requested $57,637, saying 15% of the board’s clients are Lunenburg residents. Pam DeCamp of the Virginia Legal Aid Society asked the board for $4,992 and said the organization has 13 active cases in Lunenburg County.
Sharon Harrup of STEPS, Inc. presented three requests: $21,474 to support Community Action Agency services; $11,000 from Lunenburg and neighboring counties to launch a domestic violence program after the local organization 'Madeline’s House' ceased operations; and a request that member localities use ARPA funds—$50,000 each—to build a regional housing facility or emergency shelter because no shelter exists in the area. Harrup said without a shelter the provider must use local hotels, which is costly and less effective for stabilizing clients.
Administrator Tracy Gee also proposed updates to building permit fees and animal control facility fees to align with neighboring localities and rising costs. She noted solar conditional use permit review is resource‑intensive and recommended increasing the solar conditional use permit application fee from $2,500 to $5,000 as part of the FY2024 budget consideration.
The board unanimously approved increasing the monthly stipend for Planning Commission members from $25 to $40 per meeting.
Staff and supervisors did not make immediate funding commitments to the nonprofit requests during the meeting; many requests were presented for board consideration as the county finalizes the FY2024 budget.
