Lunenburg County board adopts FY2023–24 budget, raises permit and animal-facility fees

The Lunenburg County Board of Supervisors unanimously adopted the FY2023–2024 budget with amendments at a continued meeting on June 29, 2023, and approved increases to Animal Control Facility fees and Building Permit fees.
County Administrator Tracy M. Gee presented the proposed budget and told the board that “the State had not yet adopted a budget, therefore, making it difficult for the localities.” She said most localities are proceeding with five percent cost-of-living adjustments for staff and that the county would adjust local figures if the state later authorized a seven percent COLA.
Gee outlined modifications included in the proposed figures: an ARPA grant and a school resource officer grant for the Sheriff’s Office, school carryover funds, rolling-stock increases to the fire department capital fund, and carryover of a State Homeland Security Fund grant for Project LUIS, the county radio system project. She also noted the removal of a portion of deferred School CIP funds that will be included in an upcoming public hearing.
Administrator Gee said there is $1,439,108 in state-funded School Capital Improvement Plan carryover that creates more than a one-percent change to the total budget and therefore must be advertised for a public hearing before those funds are finally adopted into the budget.
On motions recorded in the minutes, Supervisor Robert Zava moved to adopt changes to Animal Control Facility fees; Supervisor Edward Pennington seconded, and the motion passed unanimously. Zava also moved the changes to Building Permit fees, which Supervisor Alvester Edmonds seconded; that motion likewise passed unanimously.
Supervisor Zava moved to adopt the FY2023–2024 budget with the recommended amendments; Supervisor Edmonds seconded and the board approved the adoption unanimously. The board then moved to appropriate the FY2023–2024 budget with amendments and specified that school funds be appropriated for the first six months of the fiscal year; that appropriation motion, moved by Zava and seconded by Pennington, passed unanimously.
Present for the vote were Supervisors C. Randy Slayton (chairman), Alvester Edmonds, Edward Pennington, Robert Zava and Mike Hankins; Supervisors T. Wayne Hoover and Frank Bacon were absent. The board adjourned following a motion by Supervisor Edmonds, seconded by Supervisor Pennington.
The county will advertise an updated budget for public input and schedule the required public hearing on the state-funded school CIP carryover before finalizing those funds in the FY2023–2024 budget.
