Lunenburg supervisors approve FY2023-24 budget amendments and grant permit for community food center

The Lunenburg County Board of Supervisors voted unanimously July 13 to approve amendments to the FY2023-2024 budget, bringing the total county budget to $52,999,312, and to grant a Conditional Use Permit to Community Resource Services to construct and operate a not-for-profit Community Food Center in Victoria.
County Administrator Tracy M. Gee told the board the amendments exceeded the 1% threshold that triggers a public hearing. She said $1,439,108 in state-funded School Capital Improvement Plan funds will be carried over because a school construction project is on hold, and Emergency Services capital equipment was increased to $460,000, leading to a $969,503 net change from the amount previously advertised.
Taylor King, the county’s Director of Community Development, presented Conditional Use Permit application CUP 2-23. The applicant, Donna Dagner of Community Resource Services, said two acres had been donated on Central Lane off Tomlinson Road (tax parcel 033A9-03-0-8) and that the pantry would distribute food every Thursday and every third Wednesday to serve Lunenburg County and parts of Southside Virginia. Reverend Roland Walker spoke in favor, saying he relies on the pantry’s services weekly.
The Planning Commission recommended approval with conditions, and King read the list to the board. Conditions include complying with Virginia Department of Health rules for food preparation and inspections; meeting Uniform Building Code and obtaining required county permits and a Certificate of Occupancy before operating; ensuring emergency vehicle access and adequate parking; complying with VDOT access-management rules if the Central Lane connection is upgraded to a commercial entrance (including demonstrating required sight distances); addressing ADA requirements if the site is to be made compliant; removing trash within 48 hours after distribution days; and limiting use to a food pantry unless a new CUP is filed.
Supervisor Frank Bacon moved to approve the FY2023-24 budget amendments; the motion passed unanimously. Supervisor Edward Pennington moved to approve CUP 2-23 for Community Resource Services; the board unanimously approved the permit with the Planning Commission conditions. The county will require the applicant to obtain permits, demonstrate VDOT access compliance if needed, and allow a walkthrough by the Director of Planning and Economic Development before opening.
The board closed the public hearing after the votes. The permits and budget amendments take effect per county procedures; staff will follow up on outstanding permit and access items.
