Committee reviews rink surcharge policy and outstanding dehumidifier repayment
Summary
Commissioner John Kozlowski said fee increases approved in 2023 were never collected; the minutes state an April 2026 ice-time fee of $5.00 per hour but Administrator Jesse Osmer will draft a letter saying interim rates will be $1.50 per ticket and $3.00 per hour until contract renewal — the committee discussed a past $31,000 dehumidifier purchase for which $4,500 reimbursement was expected but not received.

Commissioner John Kozlowski reported that the board in June 2023 approved raising the per-ticket fee to $1.50 and increasing the ice-time fee to $3.00 per hour, but said those increases were never received by the county. The minutes record an "effective April 2026" ice-time fee of $5.00 per hour; Administrator Jesse Osmer said he will draft a letter for the next full board meeting stating that, until the contract renews, the rates will be $1.50 per ticket and $3.00 per hour. The minutes therefore contain inconsistent statements about which interim or future ice-time rate applies; staff will clarify the intended rates and effective date at the full board meeting.
Kozlowski also reported that in August 2025 the board approved purchase of a $31,000 dehumidifier for the rink and expected Alpena Rink Management to reimburse $4,500 before the end of 2025; he said the project was not completed and that follow-up correspondence with Alpena Rink Management was discussed.
