Alpena County board approves bills, contracts and pay increases; approves several budget and membership items

At the Jan. 27 meeting the board approved payment of county bills, multiple budget adjustments, the NMMMA letter of intent and membership dues, the Alpena Rink Management lease, a union LOU, chief deputy pay-scale changes and 12% raises for the sheriff and undersheriff.
The Alpena County Board of Commissioners approved a slate of financial and personnel actions at its Jan. 27 meeting, voting on bills, budget adjustments, contracts, membership dues and salary changes.
Bills and budget items: The board voted to pay submitted General and Other Funds (submitted: $462,316.95; approved listed as $462,336.95) on roll call with all eight commissioners voting aye. Central Dispatch Director Kim Elkie presented a recommendation to adjust the 911 budget after a duplicate Verizon payment totaling $4,398; the board approved the 911 budget adjustment on a unanimous roll call.
Grants and memberships: Commissioners authorized Chairman John Kozlowski to sign a Northeast Michigan Materials Management Authority (NMMMA) letter of intent to release USDA funds for a recycling project building, and approved payment of a $100 NMMMA annual business membership fee; both motions passed on unanimous roll calls.
Contracts and union actions: The board approved a Property Lease Agreement with Alpena Rink Management, LLC to operate Northern Lights Arena beginning April 28, 2026 (three-year term with a possible three-year extension). The board also approved signing the Letter of Understanding updating the TPOAM contract effective Jan. 27, 2026. Both votes were unanimous.
Personnel and pay: Action Item #9 approved Option 1 adjustments to the pay scale for the Chief Deputy Clerk and Chief Deputy Treasurer; that motion carried on roll call with Commissioner Foumier recorded as the sole nay. Action Item #10 approved a 12% salary increase for the Sheriff and a 12% increase for the Undersheriff effective Feb. 1, 2026; the pay raises passed unanimously.
Other business: The board discussed and directed staff to seek additional information on a Thunder Bay Electric invoice for fiber repairs ($15,190.99) and how the county’s insurance and deductible would be handled. The meeting adjourned at 3:34 p.m.
