County planning commission supports sending report on Norwood rezoning back to township

The Charlevoix County Planning Commission voted Feb. 6 to forward a staff report to Norwood Township on a proposed rezoning by Craig and Billie Wagner to change two parcels from Agricultural (A) to Low-Density Residential (R-1).
Planning Director Kiersten Stark explained the larger parcel (approximately 20.3 acres at 955 Norwood Road) and an adjacent 0.7-acre parcel are currently zoned Agricultural but are shown as “Village Proper” on the Township future land use map. The landowners said they wish to subdivide the larger parcel into six lots. Stark reviewed differences in allowed uses and dimensional standards between A and R-1 zoning and noted concerns about lot-splitting regulations governed by the state Land Division Act.
Commission members urged the Township to be aware that R-1 zoning’s smaller minimum lot size could allow more than six lots over time; they recommended the Township consider options to manage density. The Commission’s motion to send the Planning Department staff report to Norwood Township passed by voice vote.
