Planning commission backs EGLE permit reviews for former foundry cleanup and Camp Daggett driveway work

Summary
The commission reviewed two EGLE public notices — a foundry-sand remediation by EJ USA, Inc. (3,600 cubic yards from 1.1 acres) and a Camp Daggett driveway widening — and voted to send letters/comments to EGLE supporting the remediation and noting demonstrated need for the driveway work.
The Charlevoix County Planning Commission reviewed two permit applications posted for public notice with the Michigan Department of Environment, Great Lakes and Energy (EGLE) and voted to send comments to the agency.
Planning Director Kiersten Stark introduced an application from EJ USA, Inc. to mechanically dredge 3,600 cubic yards of foundry sand from 1.1 acres of wetland in South Arm Township, replace it with 3,600 cubic yards of clean fill, and plant Michigan-native trees and seeds for wetland restoration. Stark said the project is multi-phase and does not propose work below the ordinary high-water mark of Lake Charlevoix. Commissioners discussed whether the owner intends to redevelop the property in the future and noted any future development would require EGLE permits. "They’re doing so at their own expense," Marshal Bakker said, emphasizing the company’s assumption of cleanup costs.
The commission voted unanimously to send a letter to EGLE indicating it had reviewed the proposed project and to commend the applicant’s reclamation efforts at the former East Jordan Iron Works foundry site.
Stark also introduced a permit application by Camp Daggett (Abby Mier) to widen an existing wetland-area driveway from 14 feet to 20 feet with a 24-foot base and to enlarge a culvert from 12 inches to 18 inches in Bay Township. Commissioners agreed there is a demonstrated need for the work — including improved emergency access — and voted to send comments to EGLE supporting the application.
Both motions passed by voice vote at the May 1 meeting; commissioners did not record individual roll-call tallies.
