Planning commission reviews EGLE notices for East Jordan marina improvements and private pond dredge

The Charlevoix County Planning Commission reviewed two EGLE public notices at its Aug. 7 meeting: a City of East Jordan application to improve its municipal marina on Lake Charlevoix, and a private permit application from Robin Berry for dredging an in-line pond in Melrose Township.
Kiersten Stark, Planning Director, introduced the East Jordan marina notice, saying the project would aim to slow sedimentation in the marina, provide docks accommodating varying water levels and make the marina ADA-accessible. Matt Cunningham recused himself from the East Jordan discussion because he indicated his company may be hired for work on the project. Commissioners expressed support for accessibility improvements; Commissioner Pam Grassmick suggested Friends of the Jordan River Watershed be added to the public-notice recipient list, and Chair Nancy Ferguson said the Charlevoix County Planning Commission should be included as a recipient for all county public notices. David Wheeler moved that the commission review the proposed project and conclude it would be an improvement for the community; the motion passed by voice vote.
Stark then introduced an EGLE public notice submitted by Robin Berry to dredge approximately 4,800 cubic yards from an existing in-line pond to a maximum depth of 15 feet for swimming and recreational use. Commissioners reviewed topographic and wetland maps and discussed potential water-table impacts; Sherm Chamberlain, who provided a topographic map, said the proposed dredging would not adversely affect the water table in the surrounding area. Commissioners discussed safety fencing around the deeper pond slopes and whether Melrose Township zoning had reviewed the project. After questions, Matt Cunningham moved that the commission found no significant issues with the permit application; the motion was seconded by Pam Grassmick and passed by voice vote.
Both items were advisory reviews of public notices; neither action represented permitting authority by the county. The commission’s feedback and any requested recipient-list additions will be provided to the relevant applicants and agencies where appropriate.
