County planning commission reviews two EGLE permit notices; sends no-comment letter for dock application and technical requests for shoreline work

At its Oct. 2 meeting the Charlevoix County Planning Commission reviewed two public notices submitted to the Michigan Department of Environment, Great Lakes, and Energy (EGLE).
The first, from David Sinacola, proposes a permanent open-pile dock with finger piers, two boat hoists, two jet ski hoists and mechanical dredging of two bottomland areas on Lake Charlevoix in Hayes Township. Planning Director Kiersten Stark noted the public notice incorrectly listed Bay Township as a recipient even though the project is in Hayes Township near the Bay Township border. Commissioners questioned the proposed dredging frequency. By motion, the commission sent a letter to EGLE stating it had reviewed the application and had no comments; the motion passed with one abstention from Matt Cunningham.
The second application, from Judith McConnell, proposes filling below the ordinary high-water mark of Thumb Lake with clean sand and topsoil, installing a coir log, placing toe stone and discharging rock riprap along a newly configured shoreline in Hudson Township. Commissioners referenced a 2020 Wade Trim engineering study of rising Thumb Lake levels and recommended EGLE consider whether wave action would affect the project, request an assessment from the Tip of the Mitt Watershed Council, ensure the project plans illustrate the ordinary high-water mark and floodplain limit, and review the Wade Trim report. The commission voted to send a letter raising these points and to share the Charlevoix County watershed map with EGLE for reference.
