Canton board approves water and wastewater budget amendments and contract with recovery manager

The Canton Board on May 9 approved two budgets and contract amendments for water and wastewater projects and later authorized a contract with Resiliency Recovery Manager Nick Scheuer, part of ongoing flood-recovery and infrastructure work.

Nick Scheuer presented budgets and amendments for the filter plant and wastewater projects and asked the board to approve them. Alderwoman Mull moved to approve the two budgets and the amendments and Alderman Hamlett seconded; the motion carried. Scheuer also reported the NC Commerce CDBG planning initiative was about 95% complete and said grant administration could be managed through the Dogwood Trust because the grant is administratively cumbersome.

The board later approved a contract with Scheuer after closed-session discussion on economic development and personnel matters; Alderman Hamlett moved to approve the contract and Alderwoman Mull seconded the motion, which carried.

Scheuer provided detailed flood recovery project updates, including Town Hall demo bids, Colonial Theatre delays, Armory contract negotiations, the museum being 95% complete, Camp Hope requiring a State Historic Preservation Office plaque, Rhoda Street still needing a third bid, Chestnut Mountain bridge demolition underway, and playground site grading and fencing bids pending.

The board also approved a technical assistance scope related to a Rural Transformation grant for work at 22 Park Street; Alderwoman Mull moved to approve and Alderman Hamlett seconded.

Next steps: staff will post the CDBG plan when complete, pursue required bidding for Rhoda Street, and execute the Scheuer contract as approved.
