Dubois County Council approves multiple appropriations, a salary ordinance amendment and to advertise courthouse security funding

Auditor Sandra L. Morton presented several financial requests at the Nov. 18 Dubois County Council meeting that the council approved or authorized for advertisement.
Morton asked for an additional appropriation of $100,000 from the General Fund for Jail Other Services, earmarked as $60,000 for utilities and $40,000 for inmate medical. Ryan Craig moved to approve the request, Meredith I. Voegerl seconded, and the motion carried unanimously.
Morton also requested a $14,000 additional appropriation from the CUM CAP Fund Capital Outlay to outfit sheriff cars; that request was approved after a motion by Ryan Craig and second by Meredith Voegerl.
For the Misdemeanant Fund, Community Corrections Director Wyatt Madden requested a reallocation of $5,271.31 from Personal Services with line-item transfers: $1,484.00 to Community Corrections Administrative Assistant, $2,067.00 for comp time payout, $885.10 for PTO payout and $835.21 for benefits. Ryan Craig moved to approve the transfer, Deena J. Lewis seconded, and the motion carried unanimously.
Auditor Morton also requested an amendment to the 2024 Salary Ordinance to add a part-time Records Librarian in the Commissioners’ budget to scan older meeting documents and minute books. The position will be paid a maximum of $15.00 per hour and will work up to 20 hours per week for the remainder of 2024. Deena Lewis moved to approve the amendment, Sonya Haas seconded, and the amendment carried unanimously.
Separately, EMA Director Tammy Humbert presented quotes for courthouse security equipment totaling $34,622.07 (metal detector, handheld scanner, AutoClear X-ray scanner, utility totes, locking file cabinet, security desk, inspection mirror, retractable belts and electric receptacles). The council reached unanimous consensus to advertise an additional appropriation of $35,000 from the LIT-ED fund to pay for the equipment.
President Michael W. Kluesner also discussed the need to upgrade the courthouse temperature control system; the Board of Commissioners will advertise a Request for Proposals and consider funding after bids are received.
The council’s approvals were procedural motions to allocate or advertise funds; staff will execute next steps including advertising appropriations and soliciting bids or proposals.
