Dubois County seeks INDOT grant for guardrail upgrades on 60 bridges; approves commitment letter and advances Bridge 78 design funding

Brent Wendholt, Dubois County highway engineer, told the council on Nov. 18 that he will apply to the Indiana Department of Transportation for federal funding to replace guardrails and guard-rail end treatments on 60 county bridges.
Wendholt said the project estimate is $4,390,000, with a 90/10 grant split that would require a county contribution of $439,000. He described the total as a conservative estimate that would be spread across several years and said the costs include preliminary engineering, construction and construction engineering. The guard-rail items appear on routine bridge inspection reports, and bringing them into compliance is a stated goal of Wendholt and the commissioners.
The council unanimously approved submitting a Letter of Financial Commitment with the INDOT grant application. Ryan Craig moved to approve the letter and Meredith I. Voegerl seconded; the motion carried unanimously.
Wendholt also described the condition of Bridge 78, which crosses the Patoka River near 600 West and Division Road in Madison Township, and requested an additional appropriation of $93,000 from the Cum Bridge fund to cover consultant design fees. The council agreed to advertise that appropriation so the county can pursue design work.
The next steps are to submit the INDOT application with the approved commitment letter and, if the grant is awarded, to phase design and construction costs in future budgets. Wendholt and county staff said the county’s share would be budgeted over multiple years rather than in a single lump sum.
