Dubois County Council adopts $36.6 million 2025 budget and approves a slate of local appropriations

The Dubois County Council adopted the county’s 2025 budget of $36,633,324 on Oct. 28, approving related salary and appropriation ordinances and a series of local budgets and supplemental appropriations.
President Michael W. Kluesner asked for a motion to adopt the 2025 county budget, and Ryan Craig moved that motion with Alex P. Hohl seconding; the measure carried unanimously. Auditor Sandra L. Morton presented Ordinance 2025, which establishes salaries and wages for elected officials and employees and sets appropriations and tax rates for 2025; the ordinance was approved with the budget.
The council also adopted separate 2025 budgets for the Solid Waste Management District ($389,762), the Dubois County Airport Authority ($7,045,025), the Northeast Dubois Fire Protection District ($135,300) and the Northeast Dubois County School Corporation ($13,370,491). Each budget was approved by unanimous vote following motions from council members identified in the record.
During the meeting the council approved a number of additional appropriations and transfers. Notable approvals included a $121,000 Special Fire General Capital Outlay appropriation for the Northeast Dubois Fire Protection District (following an initial request for $131,000 that was revised after discussion), a $100,000 Cum Fire Capital Outlay appropriation for the same district, and a $9,000 emergency appropriation for repair and maintenance at the St. Charles Annex after mold was discovered in ductwork insulation. The council authorized a $12,982 capital outlay allocation for the Community Transition Program for equipment and furniture and approved other appropriations and transfers for building insurance ($10,000), animal control ($5,000), highway equipment ($43,000), bridge materials ($60,000), and a $23,000 Solid Waste (Sticker) fund appropriation for refuse disposal.
Several smaller transfers and adjustments were approved, including moving funds within the Local Emergency Planning Committee budget to purchase hazmat equipment and reallocating Park & Recreation and Auditor office funds for operational needs. The council also amended the 2024 Salary Ordinance at the clerk’s request to ensure deputy clerks are paid their current deputy rate when working election day as clerical assistants.
On appointments, President Kluesner moved to appoint council member Deena J. Lewis to the Dubois County Regional Sewer District board to fill the unexpired term of Daryl Schmitt; Alex P. Hohl seconded and the appointment carried unanimously. The term expires Jan. 31, 2025.
Several requests related to jail operations were discussed but not immediately approved: Sheriff Tom Kleinhelter requested $60,000 for utilities and $40,000 for inmate medical; the council agreed to advertise those appropriations for the Nov. meeting. Likewise, a $14,000 Cum Cap request to outfit sheriff vehicles will be advertised for November.
The meeting concluded after routine committee reports and scheduling future meetings for Nov. 18 and Dec. 16, 2024; the council adjourned at 5:45 p.m.
