Dubois County commissioners approve routine contracts, set 2025 COBRA rates and defer some decisions

JASPER, Ind. — The Dubois County Commissioners approved a slate of routine contracts and administrative items at their Oct. 21 meeting, including a managed IT services agreement, a facilities contract, and 2025 COBRA rates, while reserving some matters for future review.
Commissioner Chad A. Blessinger, president of the Dubois County Commissioners, opened the meeting. The board unanimously approved a change order for the HAC paving projects (CCMG 2024-01) reflecting a net increase of $491.47 to the $1,113,981.75 bid after final quantities were tallied. Highway Engineer Brent Wendholt presented the change order.
The commissioners approved Talbert’s Cleaning and Painting Service’s $14,000 quote to clean and paint courthouse windows, pending County Council funding approval, after Custodian Scott Hopf presented two bids. The board also declared certain office items and two EMA iPhones surplus and authorized proper disposal.
Ron Betz and Riley Rumfelt of Matrix Integration presented a Managed Services Agreement covering help desk and workstation support, security risk assessment, antivirus, email protection, monitoring, backups and other services for $13,840 per month for a minimum 36-month term beginning Dec. 1, 2024; the commissioners approved the agreement unanimously.
Auditor Sandra L. Morton told the board the Amazon Business Prime annual fee of $1,299 is due in November; the board approved paying the fee from the commissioners’ postage budget line after Commissioner Nick Hostetter urged continued purchases from local vendors. The board approved 2025 COBRA rates presented by Human Resources Generalist Markie Rhodes for medical, dental and vision coverage tiers and approved a LifeSprings Employee Assistance Program contract at $1.84 per employee per month pending required contract language.
Several administrative agreements were approved contingent on final contract language or added requirements: an Extension Contractual Services Agreement with Purdue University was approved pending insertion of the new contractual requirements; the Dogwood Animal Clinic understanding to board stray dogs for up to ten days (and reimburse flea/tick medication) was approved to reduce risk of euthanasia when the Dubois County Humane Society cannot immediately intake animals.

The next regular meeting is Nov. 4, 2024, at 8:00 a.m. in the Courthouse Annex.
