Dubois County approves highway appropriations and awards bridge overlay contract

Dubois County Commissioners on Oct. 7 approved several highway-related appropriations and contracts intended to prepare roads and bridges for the coming paving season.
Highway Superintendent Steven L. Berg told the board that retirements and promotions left the department short-staffed and that two positions will be advertised Oct. 7–25, with interviews the week of Oct. 28–Nov. 4 and candidate approvals to be presented at the Nov. 18 meeting. Berg also asked for three additional appropriations: $60,000 from the Cum Bridge fund for bridge materials, $43,000 from MVH to purchase a four-post, 24-volt mobile column lift (56,000-pound capacity) to replace a failing in-ground hoist installed in 1966, and $23,000 from the Solid Waste Sticker fund for refuse disposal through year-end. The board approved the appropriations pending County Council approval.
Highway Engineer Brent Wendholt said INDOT plans to open a federal Bridge Rail/Guard Rail and End Treatments grant in November and sought permission to apply. Wendholt noted Dubois County has 162 bridges and that a National Bridge Inspection found about 75% of guard-rail end treatments need attention; he proposed using grant funding to bring railings on 50–60 bridges up to current safety standards and to request the 10% match from the County Council.
On bridge maintenance, Wendholt presented three quotes for polymeric thin deck overlays on four bridges and the commissioners voted unanimously to accept Enneking Pressure Cleaning, Inc.'s low bid of $45,035.39. The board also approved CalCar Paving to smooth approaches at Bridge #30 (CR 300 North) at a cost of $20,787.50 and accepted the Distressed Road Repayment Fund annual statement covering Oct. 10, 2023–Oct. 9, 2024.
The board instructed Berg to provide information on significant purchases prior to meetings and to pursue the grant application with the understanding that Cum Bridge funds could be used for the required local match.
The commissioners carried the motions unanimously.
