Dubois County commissioners adopt credit-card policy, approve personnel classifications and routine contracts

In a series of unanimous votes, the Dubois County commissioners adopted a new county credit-card policy, approved payment to Dogwood Animal Clinic for $800, authorized Malcon to prepare IV-D cost allocation plans at $5,000 per year, approved a CDBG sub-recipient agreement for Tri-Cap Head Start, and approved personnel and benefits changes including creating a part-time jailer classification and transitioning out of Liberty National Life Insurance.
At their Sept. 16 meeting, the Dubois County commissioners approved a slate of routine policy, personnel and contract items.
County Attorney Gregory Schnarr and Auditor Sandra L. Morton presented a revised Credit Card Use Policy and Policy Acknowledgement Form; the board adopted the policy unanimously. The policy specifies that county credit cards are a revocable privilege, must be used for county business only, require prior written approval for purchases of $800 or more, and require receipts to be submitted to the Auditor’s Office within one week of purchase.
The board approved payment of $800 to Dogwood Animal Clinic for extra nights dogs were held in July and August. Auditor Morton presented a Malcon Indiana, Inc. proposal to prepare annual countywide IV-D Cost Allocation Plans for 2024–2026 at $5,000 per year; the board approved the agreement. The commissioners also approved a CDBG sub-recipient agreement with Tri-Cap Head Start to provide assistance through the H.E.L.P. program.
On personnel, the board authorized creating a part-time jailer position with wage classification CPOLE II and noted the part-time cook classification is LTC II. Commissioners approved creating a temporary part-time job-shadow position for the Veteran Services Officer (wage classification COMOT II), pending County Council funding; the Veteran Support Fund can be used to fund the position.
The board moved to terminate the county’s relationship with Liberty National Life Insurance (nine employees enrolled); employees will have the opportunity to enroll in Boston Mutual and OneAmerica. Houchens Insurance Group representatives recommended a one-year dental renewal with Paramount Dental (4% premium increase) and a switch from EyeMed to VSP for vision coverage; the board approved the dental renewal and the recommended vision change and asked Houchens representatives to return with health insurance renewal information and additional STD options.
