Visitor urges repeal of state provision restricting municipal dog licensing

James Carter, a Perry County resident, told the Dubois County Council on Aug. 14 that Indiana Code 6‑9‑39‑9 prevents municipalities from implementing local dog licensing unless the county’s option dog tax is in effect. Carter urged the council to support repeal of that section so cities and towns such as Tell City, Cannelton and Troy could establish local licensing and improve animal control.
Carter asked members to contact Representative Steve Bartels, who represents District 74, which includes parts of Dubois County, and said only a small number of counties have implemented the tax. Council members did not take formal action on the request during the meeting.
