Council denies sheriff commissary resolution 6-1; moves to advertise for jailers
Summary
The Council voted 6-1 to deny a sheriff commissary resolution that sought broader disbursement authority; it also agreed to advertise for four additional jailers pending position creation by the Board of Commissioners.
President Michael W. Kluesner reopened discussion of a Sheriff Commissary Resolution that had been tabled previously. Sheriff Tom Kleinhelter asked the Council to authorize disbursements from the Dubois County Sheriff’s Commissary Fund for employee funerals/bereavement, retirements, employee gifts and local travel, citing Indiana Code 36-8-10-21 as the authority for permitted expenditures.
After discussion about compliance with the County Employee Policy and Procedures Handbook, Ryan Craig moved to deny the resolution and to follow Indiana Code 36-8-10-21; Meredith Voegerl seconded. The motion passed 6-1 with Alex Hohl casting the lone dissenting vote. The Council also created a commissary review committee (President Kluesner, Ryan Craig and Meredith Voegerl) to review the January–June 2024 commissary report and directed the Sheriff to submit semiannual reports by Jan. 10 and July 10 for the preceding six-month period.
Separately, President Kluesner and the Council discussed jail staffing and agreed by consensus to advertise for four additional jailers in September 2024, subject to the Board of Commissioners creating the positions at its next meeting.
