Council approves multiple budget transfers, appropriations and salary changes

On July 29 the Dubois County Council approved a string of transfers and additional appropriations including ARPA transfers totaling $1,129,922.25, courthouse security staffing appropriations, and salary-ordinance amendments for several positions.
The Dubois County Council approved several budget transfers, additional appropriations and salary-ordinance amendments during its July 29 meeting.
Auditor Sandra L. Morton presented multiple requests: a transfer of $1,000,000 from ARPA Other Services (HELP Grant) to Personal Services Employee Health Insurance and a second transfer of $129,922.25 to Capital Outlay Computer Equipment; both transfers were approved unanimously. The Council also approved a transfer within the Community Corrections Grant reallocating $19,620.92 from part-time officers to director and assistant director salaries and an additional $7,400 in the Community Transition Program for mattresses.
Other approved items included additional appropriations for courthouse security officers ($41,626) and benefits for Commissioners personal services (FICA $3,185; PERF $4,662), an amended salary ordinance to establish two full-time courthouse security positions (paying $1,892.02 biweekly), and a salary amendment under the Justice & Mental Health Collaboration Grant to create a Deputy Sheriff/Social Worker position (maximum $2,462.42 biweekly) with a grant term to Sept. 30, 2026. The Council also approved $60,000 for highway equipment repairs, $30,000 for Cum Bridge supplies, $500 for county sex offender supplies, $7,000 salary and $3,500 benefits to supplement a Victim Advocate under Pretrial Diversion, and a part-time Record Librarian pay rate set to $19.09 per hour (COMOT II).
Several motions were made and carried unanimously; listed dollar amounts and program names were presented by County staff during the meeting. Many of these approvals will be incorporated into the Board’s 2025 budget review process.
