Council approves multiple appropriations, adopts Recorder ordinance and moves ARPA health insurance funds

Morton presented multiple additional appropriations and transfers that the council approved by motion: $1,005,866.01 for the Community Crossings Matching Grant Fund Capital Outlay (moved by Doug Uebelhor, seconded by Sonya Haas), $13,130.97 for general fund garage repairs (moved by Ryan Craig), $5,000 for St. Charles Annex maintenance (moved by Meredith Voegerl), $6,849.31 for Correction Construction Capital Outlay for the justice campus (moved by Michael Kluesner), and $7,750 from the Pre‑to‑3 Donation Fund for supplies (moved by Michael Kluesner). The council also approved transfers of $4,000 within Soil & Water Conservation and $500 within Emergency Management.
Auditor Morton presented an affidavit from Recorder Jaclyn McPherron and asked the council to adopt Ordinance 2024‑08, authorizing use of excess Recorder Perpetuation Fund revenue for other Recorder expenses during calendar year 2025. Michael W. Kluesner moved adoption, Doug Uebelhor seconded, and the ordinance was adopted unanimously.
On ARPA spending, the council, after discussion, reached consensus to spend up to $1,000,000 on employee health insurance in 2024. The meeting record notes the decision as consensus rather than a formal appropriation during the session.
Other procedural items included scheduling the Property Tax Abatement Committee meeting for July 10 to score a Fischer Farms application and receiving notices from Jasper and Huntingburg about TIF pass‑throughs.
