Fulton County commissioners approve payables, insurance decision and several administrative actions

Fulton County commissioners on Nov. 4 approved routine county business including payables, a health-insurance renewal for 2026 that keeps employees' monthly contribution level flat, and a grant application for building repairs.
Commissioner Hervey P. Hann moved to approve payables dated Nov. 5, 2025 totaling $125,199.21; commissioners voted unanimously to approve the bill list. The board recorded a fund breakdown in the meeting: General Fund $82,656.72; Law Library $192.30; 911 $12,998.07; Debt Service $28,833.66; Pass-thru Funds $518.46.
Commissioner Randy H. Bunch moved to authorize HR Administrator Mary Huston to execute the PCHIP/Highmark 2026 health insurance renewal. Huston presented a spreadsheet showing that by keeping employees' monthly dollar contribution unchanged, the employee share would fall from 10% to about 8% because premiums rose. Commissioner Bunch then moved that there be no increase to employees for health insurance rates for 2026; the motion passed unanimously.
The board approved a CCAP 2025 Sallade Safety Improvement Program grant application requesting $26,552 to cover remaining parking-lot repair costs at a newly purchased building on Lincoln Way West, McConnellsburg ($25,439.42) and to apply the remaining $1,112.58 toward purchase of a 4WD truck for the Sheriff's Department. Commissioner Steven L. Wible moved and the motion passed unanimously.
Other administrative approvals included:
- A lease from MainStreet McConnellsburg for McConnell Park to host the Fulton County Christmas Tree Lighting on Dec. 6, 2025, approved on a motion by Commissioner Hann. - Approval and execution of an updated PIMCC (Prison Inmate Medical Cost Containment) Associate Member Fee Agreement noting the program would carry a one-time fee of $19 if used; Commissioner Bunch moved approval. - A letter to Community State Bank and a separate resolution from F&M Trust Bank to update authorized signers on Treasurer's Office accounts, approved to accommodate the early retirement transition in the Treasurer's Office. Commissioner Hervey P. Hann moved the Community State Bank letter; Commissioner Bunch moved the F&M Trust resolution.
The board set a follow-up budget meeting for Nov. 18, 2025 with department heads to pursue a verbal approval to advertise the proposed 2026 budget. The meeting adjourned at 12:01 p.m.
