Fulton County commissioners approve HR changes, Veteran Affairs status and routine county business

At their Nov. 25, 2025 meeting, the Fulton County Board of Commissioners approved a series of personnel and administrative actions, accepted routine invoices and grant applications, and recorded that a scheduled property bid opening received no offers.
The board accepted proposed changes to Section 212 ("Employee Benefits") of the county HR Manual presented by HR Administrator Mary Huston; Commissioner Steven L. Wible moved to accept the proposal and the board recorded unanimous approval. The board asked Huston to return with finalized language for official approval at a later date.
Commissioner Hervey P. Hann moved to approve Veteran Affairs Director Richard Newman to work the equivalent of 30 hours per week, qualifying him as a full-time employee with benefits because of additional state-assigned duties related to the Disabled Veterans Real Estate Tax Exemption; the motion was approved (All in favor).
The board approved Conservation District reappointment letters for Gene Mellott and Mark Knepper and retroactively authorized Chief Clerk Stacey M. Shives to electronically execute Krivak Trust signatory documents related to the Treasurer's office transition. Commissioners also approved a retroactive travel request for Chief Clerk Stacey M. Shives to attend a PCHIPC membership meeting on Nov. 14, 2025.
Administratively, the board authorized Interim County Treasurer Amy Bishop to obtain a county credit card for the Treasurer's Office. The board approved a CCAP PCoRP final installment contribution of $45,442.00 (part of a total contribution of $151,474.00) and approved a 2025 Wellness Improvement Program grant application requesting $1,769.60 to reimburse drinking water ($393.75) and to purchase an AED ($1,376.25) for a newly purchased county building at 101 Lincoln Way West, McConnellsburg.
The minutes record approvals of vendor payments and invoices including: EPayment Now dog licenses ($2,363.50); William Penn Printing ($4,487.70); Elect IT Solutions for December IT staffing and support ($9,854.00); and a HART license and support invoice ($11,815.00). A bid opening for 119 North Second Street, McConnellsburg, PA, produced no bids.
Commissioners also held a CDBG project kickoff for the Warfordsburg Senior Center via Zoom with SEDA-Cog Program Analyst Hanorah Lucas; attendees included Building and Maintenance Director Brad Seville and Executive Director Connie Brode of the Huntingdon/Bedford/Fulton Area on Aging. The meeting adjourned at 11:45 a.m.
